Scrap Your Car Program

The latest news comes from California in the form of a “replace your ride” program. Initially, it is a bit difficult to determine who is subsidizing this program; therefore, I chose to thoroughly review it.

This geographic area is comprised of “a single air district which includes Orange County, the western portion of Los Angeles County, the southwestern portion of San Bernardino County, and the western portion of Riverside County.”[1]
The eligibility to receive a credit toward a vehicle purchase is based on household income, which is clearly defined in a chart on their website with three categories of income: low, moderate or above moderate. For a single person (1 member household) the threshold for low is $26,258; moderate $35,010 and above moderate $46,680. To apply, you must have your current vehicle (which will be traded in) registered in your name. The vehicle in which you will be trading in must be operable, registered in the defined area and not registered to a business or similar entity.
Replacement Options:[2]
There are (3) vehicle replacement options for purchase which are defined as follows:
- Newer Vehicle: Trade in your car for a vehicle that is eight years old or newer.
- Advanced Technology: Trade in your vehicle for a hybrid, plug-in vehicle, or electric.
- Rideshare/Transit: Discount on car-sharing (Zipcar), van-pooling (vRide) or a public transit pass.
The discounts apply to these three categories, which for low income, is either $4,000 or $4,500 and the amount decreases for those in the moderate and above moderate income levels.
The auto dealerships that are participating include authorized dealers of Honda, Nissan, Kia, Toyota, Chevrolet as well as several CarMax locations (among others). The object is to trade-in an older, less fuel efficient vehicle for one that is more friendly to the environment and more efficient. The program is administered by South Coast Air Quality Management District (SCAQMD) which is: “the air pollution control agency for all of Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties, among the smoggiest regions of the U.S. We are committed to protecting the health of residents, while remaining sensitive to businesses.”[3] The complete program can be seen at https://www.replaceyourride.com/
