For instance, junk cars could be brought from Kansas, issued a new title & either sold with the clean title or taken back to KS where the clean title can be transferred; this can create a problem with people unknowingly buying vehicles with problems. The issue only pertains to cars brought to MO from out of state. Junk cars originating in MO have to obtain a junk title. A junk car can be repaired & go through a inspection to determine if a title can be issued to travel on MO highways; that is not required if the car is brought in from out of state.  

One problem has been with vehicles that have been flooded. The exterior looks OK, but the engine could have problems that may not appear. The titling issue with out-of-state junk cars came about after a court case created a loophole a few years ago. The MO Dept. of Revenue brought the issue to Hinson, who said he worked with the governor’s administration to address the problem. The bill is expected to be approved by the Legislature and signed by the governor.”
