In the August 25, 2015 edition of nbc12.com a story was posted by Brent Solomon titled ‘Hopewell to consider tougher restrictions on junk cars’ with the following details: “In Hopewell, stepped up enforcement could be on the way when it comes to junk cars parked in public spaces or even your front yard. Police already have the authority to tow away inoperable vehicles but there was recent confusion over what really qualifies as a junk car. Inoperable cars sitting in yards create an image the city doesn’t want. City Manager Mark Haley says he understands those who are legitimately working to repair cars.
But of the more than 750 vehicles tagged over the past year, only 20 were actually hauled away. Apparently, there was confusion over when it’s actually legal for police to tow a junk car. In two weeks, city council will vote on a revised proposal. A property owner would only be able to keep two inoperable vehicles in their yards and have to be shielded from view, and per the proposal, a tarp doesn’t count as a shield. After being notified of a violation, the owner has 10 days to act or the city will get rid of the car and bill the owner. Violators could also be taken to court and if found guilty, they could be forced to pay $200-$500 for each additional violation.” The complete story is available here.
It seems strange for the authorities to state that a property owner is allowed to keep two inoperable vehicles, but that they must be shielded from view.
