Our next story takes us to Wyoming, where they are considering some changes to their abandoned vehicle laws. An article by Trevor Brown on wyomingnews.com titled ‘State looks at changes to abandoned vehicle law’ has the following highlights: “It’s a familiar sight across the state. An old rundown car or pickup truck sits for days or even weeks on the side of a highway or city street. The abandoned vehicle can be an eyesore and a potential safely hazard. It also can be a pain – and a costly endeavor – for local government officials & tow companies to deal with.
Randy LeBeaumont, owner of Randy’s Towing in Cheyenne explained that anything left in our lot is a piece of junk. In order for us to process it for scrap, they have to pay for the title and wait 30 days. State lawmakers plan to look at these concerns during the first meeting of the Joint Transportation, Highways & Military Affairs Subcommittee on Abandoned Vehicles. Rep. Bunky Loucks, R-Casper, said lawmakers want to see if they can find changes that will make it easier for tow companies, local governments & enforcement agencies to dispose of the unwanted vehicles.
A 2013 report estimated that at least 2,300 vehicles are abandoned across the state each year. This can cost large counties, such as Laramie County, tens of thousands of dollars each year. The state currently places the responsibility for the removal, preservation, custody, & sale of the vehicles on each county. Once a law enforcement officer discovers an abandoned vehicle, a tow company is called off the agency’s involuntary tow rotation list. They use the VIN# to track down the owner or lien holder. If no one comes forward after a month, the vehicle is put up for auction. In order for the tow company to then dispose of it by bringing the vehicle to a scrap yard, it must pay for a new title.
Another option that some other states have used is having a statewide fund to cover the towing, storage or disposal costs. Natrona County Clerk Rene Vitto was a member of a 2008 legislative study of abandoned vehicle issues. She said there are many changes county officials would like to see.
